By default, as soon as a deadline hits, athletes are immediate cut out from submitting their score.  

This means that if an athlete right on the edge of that deadline while entering their score.  Once that deadline hits before they click the "Submit" button.  They're late.

This happens quite a lot when athletes wait for the last few minutes to submit their scores.

The "Deadline Buffer" allows a brief extension without changing the published deadline.
